The museum opens Wednesday to Monday, plus many Tuesdays, so a Tuesday plan needs a check of the special-hours page. Monday evenings from 5:30 pm are free and therefore crowded. The first Sunday of the month from 4 pm is free for New York area residents. The free admission page lists both.

Inside, the museum is kept at 68 to 72°F all year, so a layer is useful in any season. The guided walks are outdoors for 1.5 to 2.5 hours and run rain or shine. The anniversary
The days around 11 September are the busiest of the year and the museum runs special hours then. Free Mondays and the trade-off
Free Admission Monday tickets are released online at 7 am the same day, first come first served, for entry from 5:30 pm. They go quickly and the evening is crowded. A dated timed ticket for any other day avoids both; the booking page explains the slots.
The plaza on its own
The memorial plaza opens at 8 am, an hour before the museum, and stays open until 8 pm. Early morning and after dark before 8 pm are the quiet hours. The pools are lit after dusk; the memorial-at-night page has the detail.
